A Mystery wrapped in an Enigma

The Headline in Allah's site

Help is (not) on the way

which leads to a story from the Washington times about the US presidential race

And here is something Kerry said regarding allies in Iraq

"... But at a town hall meeting yesterday, he [Kerry] said he knows other countries won't trade their soldiers' lives for those of U.S. troops.
... Asked about that statement later, Mr. Kerry said, "When I was referring to that, I was really talking about Germany and France and some of the countries that had been most restrained."
"Other countries are obviously more willing to accept responsibilities," he added, as he took questions from reporters in a school yard in Tipton, Iowa."

And no one thought to ask him "What other countries?"

Assuming the guy isn't just talking I can see only two "other countries" getting involved in Iraq or Afghanistan or the WoT in general

A) Russia

or

B) a Coalition of Arab and/or Muslim countries

And this is scary

Because I can't figure out how it will work out
Not what price they will demand for "helping" and not what shape their help would actually be and not how the people would react to it
